The «Migration Lab » : a new French initiative to professionally integrate the immigrant population in the sector of direct employment

To address the EU’s ageing population, which will be accompanied by a growing need for support and an increase in the number of qualified personnel for this purpose, good practices are emerging in the Member States.   

Accordingly, the French sector of direct employment, represented by various actors members of EFFE,     officially launched the “Lab Migration” experiment for home employment on March 11, 2022 in Marseille. 

Faced with demographic and employment challenges (increasing number of workers retiring and the need for additional manpower due to the exponential growth of the elderly population), the sector intends to respond to these challenges through this pilot project based on the migration driver. 

Indeed, as in Europe, where more than half of domestic workers are migrant workers, the sector represented, among others, by the FEPEM, is a gateway to the professional integration of this category of people, since one employee in five was born abroad. In France, this immigrant and multicultural population could tackle the difficulties and recruitment needs observed, where it is estimated that there will be almost 800,000 jobs to be filled between now and 2030 serving individuals as employers and their home. 

Thus, based on the recommendations of the French Economic, Social and Environmental Council regarding the professional integration of the immigrant population and newcomers, the “Lab Migration” is based on an approach that addresses the obstacles to the integration of foreign populations. 

Shaped in cooperation with all the stakeholders around the federation (EFFE, Domicile & Compétences, Fondation du domicile, IRCEM, GIE Particulier Emploi, l’observatoire de l’emploi à domicile, Iperia) and local and national partners, this initiative aims to propose effective inclusion in society, both on a human, professional and civic level, with integration through work in the home employment sector as a common thread. To do so, it will offer a personalized support path, from reception to employment, including in addition to the question of housing, the following three dimensions : “French language, professional skills, citizenship”. The first training session will take place between September 2022 and March 2023. The results of this first experiment will be used for a longer-term objective : its deployment in other French territories.  

This ambitious and innovative program, which is expected to have a positive impact on employment, is also a concrete step in the fight against undeclared work or the professionalization of the sector.
