The exchange of good practices is a key driver for strengthening job quality and enhancing the attractiveness of the domestic and home care sector. By facilitating knowledge-sharing among countries and stakeholders, EFFE helps identify innovative solutions, promote transferable models, and foster social dialogue at the European level. Acting as a platform for exchange is at the core of EFFE\u2019s mission, which seeks to highlight local and national initiatives while supporting their dissemination across Europe.<\/em><\/p>\n<\/blockquote>\n\n\n\n

In France, the Personal and Household Services (PHS) sector plays a vital role: childcare, elderly care, household support\u2026 More than 1.2 million workers<\/strong> are directly employed by 3.3 million user-employers<\/strong>. But how are these workers protected in case of illness, accident, or for their retirement?<\/p>\n\n\n\n

A multi-layered social protection system<\/strong><\/h2>\n\n\n\n

The French social protection system is built on four levels:<\/p>\n\n\n\n

    \n
  1. Social Security<\/strong>, which provides basic coverage (health, work accidents, pensions, family allowances, autonomy).<\/li>\n\n\n\n
  2. Complementary health insurance<\/strong>, which adds to the basic coverage (mandatory or optional).<\/li>\n\n\n\n
  3. Un\u00e9dic<\/strong>, the public body that manages unemployment insurance.<\/li>\n\n\n\n
  4. Complementary schemes<\/strong>, such as mandatory supplementary pensions or additional coverage for risks already covered by the state. These are managed by Social Protection Groups (<\/strong>groupe paritaire de protection sociale – <\/strong>GPS)<\/strong>.<\/li>\n<\/ol>\n\n\n\n

    On top of this, collective agreements<\/strong> are negotiated within each professional sector, adapting labour law to sector-specific realities (wages, training, social protection, etc.).<\/p>\n\n\n\n

    IRCEM: a Social Protection Group dedicated to PHS<\/strong><\/h2>\n\n\n\n

    Since 1973, the IRCEM Group<\/strong>, a non-profit organisation, has been the dedicated GPS for the PHS sector. Its mission is unique: to protect both workers and their employers \u2013 who are often private individuals with no professional HR expertise.<\/p>\n\n\n\n
