The event was hosted by the permanent representation of the European Commission in Spain and co-organised by <strong>Ana Garrido L\u00f3pez<\/strong>, President of <strong>AESPD \u2013 the Spanish Association of Personal and Domestic Services<\/strong> and <strong>EFSI &#8211; European Federation for Services to Individuals<\/strong>.<\/p>\n\n\n\n<p>This initiative aims to foster social dialogue in the <strong>personal and household services (PHS) sector<\/strong> at both EU and national levels. The creation of this <strong>National Observatory on PHS in Spain<\/strong> marks a significant step in structuring the sector, offering a dedicated space to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide a forum to discuss the challenges facing the sector.<\/li>\n\n\n\n<li>Identify obstacles to improving working conditions for domestic workers and initiate negotiations between social partners.<\/li>\n\n\n\n<li>Establish a regular dialogue between PHS representatives in Spain.<\/li>\n<\/ul>\n\n\n\n<p><strong>Key Discussions and Contributions<\/strong><\/p>\n\n\n\n<p>The event brought together a wide range of stakeholders, including representatives from European institutions, policy makers, social partners, and academic experts, to <strong>reflect on the present and future of the domestic and home care sector in Spain<\/strong>.<\/p>\n\n\n\n<p><strong>EFFE<\/strong> was present on behalf of the project consortium to introduce <strong>PHSDialogue<\/strong> and its key deliverables, including the <strong><a href=\"https:\/\/phs-monitor.eu\/\">PHS Monitor<\/a><\/strong> and the <strong>Toolkit on Employer\u2019s Organisation Capacity Building on the PHS Sector<\/strong>, which aim to <strong>support social partners in structuring social dialogue and strengthening the sector<\/strong>.<\/p>\n\n\n\n<p>The discussions were enriched by expert contributions, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Marta Pradanos (European Commission)<\/strong> \u2013 Presented the role of sectorial social dialogue at the European level and the Commission\u2019s ambition to integrate the PHS sector.<\/li>\n\n\n\n<li><strong>Maria Gema Quintero Lima (Universidad Carlos III de Madrid)<\/strong> \u2013 Highlighted the legal challenges facing the sector and the need for clear sectoral agreements.<\/li>\n\n\n\n<li><strong>Sara L\u00f3pez Gonz\u00e1lez (ILO representation in Spain)<\/strong> \u2013 Stressed the importance of <strong>ratifying Convention 189<\/strong> and <strong>removing barriers to unionization for both domestic workers and employers<\/strong>, ensuring full access to social dialogue mechanisms.<br><br><\/li>\n<\/ul>\n\n\n\n<p><strong>Laying the Groundwork for a Structured Social Dialogue<\/strong><\/p>\n\n\n\n<p>The final panel brought together <strong>employers&#8217; and workers&#8217; representatives<\/strong>, setting the basis for a much-needed discussion on the structuring of social dialogue.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Daniel Ibiza (AESPD)<\/strong> emphasized the importance of recognizing the PHS sector as a key economic and social driver. He underlined the <strong>need for financial incentives<\/strong> to encourage declared employment and accessibility to these services for families.<\/li>\n\n\n\n<li><strong>Eduardo Galicia (Representative of large families)<\/strong> called for improved <strong>work-life balance policies<\/strong> and measures to ensure quality employment in the sector while considering the financial capacity of families.<\/li>\n\n\n\n<li><strong>Juan Jos\u00e9 Montoya (CCOO) &amp; Marina Prieto (UGT)<\/strong> emphasized the importance of <strong>defining the exact scope of the sector<\/strong> before engaging in collective bargaining. They pointed out that Spain <strong>can take inspiration from existing collective agreements<\/strong> in other sectors that faced similar structuring challenges. Additionally, they stressed that <strong>the representation of employers must be strengthened<\/strong> to enable balanced negotiations.<\/li>\n<\/ul>\n\n\n\n<p>This discussion laid the foundation for future dialogue and emphasized the importance of a <strong>structured and inclusive approach<\/strong> to shaping the sector\u2019s development.<\/p>\n\n\n\n<p><strong>Moving Forward Together<\/strong><\/p>\n\n\n\n<p>This <strong>first National Observatory meeting<\/strong> has been a milestone in reinforcing collaboration between key stakeholders.
