{"id":1523,"date":"2019-07-23T10:31:52","date_gmt":"2019-07-23T08:31:52","guid":{"rendered":"https:\/\/www.effe-homecare.eu\/?p=1523"},"modified":"2020-03-03T17:25:02","modified_gmt":"2020-03-03T16:25:02","slug":"effes-participation-to-the-bucharest-digital-conference-organized-by-the-european-commission","status":"publish","type":"post","link":"https:\/\/www.effe-homecare.eu\/en\/effes-participation-to-the-bucharest-digital-conference-organized-by-the-european-commission\/","title":{"rendered":"EFFE\u2019s participation to the Bucharest Digital Conference organized by the European Commission"},"content":{"rendered":"\n<p><strong>EFFE\u2019s President Marie\nB\u00e9atrice Levaux gave a speech in the course of last June 14 Digital Assembly\n2019 in Bucharest, Romania, to introduce tomorrow\u2019s new jobs. <\/strong><\/p>\n\n\n\n<p>The forum was jointly organized by the European\nCommission and the Romanian Presidency of the Council of the European Union and\nwas the opportunity for stakeholders to take the digital single market\u2019s latest\nachievements into consideration as well as to draw conclusions out of it and to\nshare new ideas about a common future digital policy in the EU.<\/p>\n\n\n\n<p>The venue has also been a privileged time to show how\ndigital transforms our society and economies \u2013 inasmuch as how it can positively\naffect our daily lives.<\/p>\n\n\n\n<p>The President\u2019s intervention took place in the\n\u201cdigital4jobs\u201d round table alongside other high level speakers, and was a time\nnot only to raise the impact of digitalization on domestic employment in Europe\nbut also to foster new uses of digital technologies in order to professionalize\nthe sector and fight undeclared labor.<\/p>\n\n\n\n<p>She therefore recalled that the most recent 2018\nestimations peaking at 8 million declared domestic workers in the EU i.e. 4% of\ntotal employment volume was only ever way below reality considering the share\nof undeclared workers \u2013 reckoned by the Commission between 50% and 70%. That\nwould make up an average 8 to 10 million workers deprived from any social\nrights.<\/p>\n\n\n\n<p>The sector is all the more essentially composed of\nfemale workers, with a considerable 91% share of workers being women. This\nmakes up about 7.5% of total female employment. Besides, 50% of domestic\nemployees stem from a legally or illegally migrated background.<\/p>\n\n\n\n<p>The President has consequently discussed <strong>digital declaration platforms <\/strong>in a\nfirst place, and praised their incentive role in the declaration of domestic\nwork. As a matter of fact, simplifying and accelerating declaration proceedings\nare substantial levers to declaration all the more when they come with\nfinancial support arrangements encouraging the creation of new domestic jobs \u2013\nwhich is their first and primary goal.<\/p>\n\n\n\n<p>Such an online declaration platform will immediately\ntransform monthly declaration acts into comprehensive statistical databases on\nthe sector\u2019s activity. It will also endorse the role of an observatory, able to\nanalyze the average working conditions in the sector, to simulate the impact of\nrelated legal dispositions over national finances, and also to look thoroughly\ninto the efficiency of policies and to identify to what threshold households\ncease to declare their domestic employee. <\/p>\n\n\n\n<p>Digital work declaration tools are all the more\nefficient that they not only generate new virtuous declarative uses that\nbenefit both economically and socially but also provide public decision-makers\nwith new means to assess and improve their ways.<\/p>\n\n\n\n<p>On a second hand, the President stressed out that the\ndomestic employees\u2019 skills <strong>shall be\nreinforced with new digital skills <\/strong>in order to increase the quality of\nrelated jobs. <\/p>\n\n\n\n<p>The digital transition requires to update the usual\nmanner to interact socially as much as with one another or with other\ngenerations. Essentially focused on interpersonal relations, domestic\nemployment sector is under constant evolution and its various jobs are\ntransforming according to the use of new technologies. Social links and new\nsolidarities emerging are fundamental to the social cohesion and public health.<\/p>\n\n\n\n<p>Hence, domestic employment not only provides for\nsupport but also fosters intergenerational connections. Senior people are\ntaught their employee\u2019s digital skills and in return, transmit their knowledge\nto their domestic help. That is how domestic employment turns out to be a\nvector of knowledge between generations.<\/p>\n\n\n\n<p>Recent research has proven that a fair share among the\nincreasing amount of elderly in Europe could be encouraged to using modern\nonline services, IT tools and assistance to autonomous life, therefore\nsignificantly improving their domestic quality of life.<\/p>\n\n\n\n<p>Carers and other supporting staff embody the \u201cmissing\nlink\u201d between digital tools and the cared for. That assertion has been the\nstarting point to the European project \u201cCarer+\u201d. On one part, social workers\nand carers in Europe are mainly lowly IT-skilled and often need to go through\ntraining digital courses to improve the quality of the services they deliver as\nwell as the professionalization process and their abilities \u2013 so as to turn them\ninto new job opportunities.\n\nOn the other hand, once they have acquired the\nnecessary ICT skills for home care, they can effectively meet the transmission,\nadaptation and comprehension requirements to introduce digital tools and appropriate\noptions in private houses. The latter can thus acquire digital skills from\ntheir caregivers and become familiar with the tools and related devices that\nimprove active aging and their quality of life. This is the basic premise of\nthe &#8220;<em>Carer+<\/em>&#8221; European\nproject that has identified and developed the digital inclusion skills that are\nessential for social workers and informal caregivers (establishing a\n&#8220;digital skills framework&#8221;), making at their disposal a set of\npedagogical paths and resources that have responded to the major challenges of\ntheir professionalization: isolation, lack of access to technologies, lack of\nflexibility in study methods, lack of support and motivation, no accreditation\nofficial, no recognition of previous experience and lack of scalability.
