Can Europe keep on ignoring 18 million declared domestic jobs?<\/strong><\/p>\n\n\n\n

4% of the total European\nemployment volume \u2013 this is approximately the share of declared domestic\nemployment in Europe, not to mention its dramatic growth potential. And yet the\nMembers of the European Parliament are longing to take significant commitments\nin order to develop this model carried by civil society actors and up to tackle\ndependency, female participation to the labour market or low-skilled workers\u2019\nintegration issues. <\/p>\n\n\n\n

Last May 26 European\ncitizens have cast their vote, the Parliament unveiled its new outline \u2013 now is\ntime for action. Striving together to improve the lives of EU citizens is also\nworking in favour of a sector beneficial to millions of households \u2013 I am talking\nabout home employment.<\/p>\n\n\n\n

Personal and Household\nServices (PHS) are an unavoidable mean to tackle the biggest challenges of the\nupcoming decade: global ageing \u2013 regarding the estimated 25% European\npopulation aged 65+ by 2035; female employment, work-life balance, supporting\nbirth rates, social integration of migrants by granting them decent and social\nbenefits\u2019 providing jobs.<\/p>\n\n\n\n

Notwithstanding an\nindisputable social utility, the sector harbours a tremendous growth potential\n\u2013 entailing more than 18 million declared jobs at EU level in the upcoming\nyears, merely provided that a common social framework is given to this\npromising sector as well as that a virtuous, informal work discouraging model\nof employment is favoured.<\/p>\n\n\n\n

And yet, lack of\npolitical commitment over the topic is still subject to interrogation. What is\nBrussels waiting for, and what does the Europe we seek look like? Let us not\nsurrender to \u201cuberised\u201d, overly flexible economic rules \u2013 in other words, an\nunderground economic scheme where domestic workers would be forced to accept\nindecent working conditions, in the name of labour flexibility and therefore of\nprofessional insecurity.<\/p>\n\n\n\n

At the contrary, let\u2019s\nfoster a virtuous ecosystem based upon civil responsibility of the employer\nover his employee, which would mechanically favour low-skilled workers\u2019 access\nto the labour market and social integration of migrant populations. Let\u2019s put\nsocial rights, professionalization and vocational skills\u2019 upgrading right in\nthe centre of this model.<\/p>\n\n\n\n

It now belongs to you to\nfoster declaration encouraging tax policies and new simplification tools for\njob declaration with efficient digital platforms, and even more as an increase\nof declared employment will automatically allow an increase of social\nrecovering and therefore to fund a bona\nfide <\/em>social coverage for all domestic workers.<\/p>\n\n\n\n

The future of domestic\njobs is playing out today but beyond this point it is also a global society\nperspective that is at stake \u2013 and each and all of us have something to earn\noff of this for Europe to decently serve social utility and citizen welfare. <\/p>\n\n\n\n
