Building on the work carried out through the&nbsp;<em>PHS Dialogue<\/em>&nbsp;project, the meeting brought together employers and trade unions from across Europe to discuss key challenges and priorities for the Personal and Household Services (PHS) sector.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Preparatory Meeting for Employers&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">EFFE,\u00a0together with EFSI,\u00a0hosted a preparatory meeting for employers\u2019 organisations focusing on Occupational Safety and Health (OSH) in the PHS sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting began with an overview of recent and upcoming EU initiatives relevant to OSH, including developments linked to the Quality Jobs Agenda and the future European Care Deal. This provided the basis for an exchange of experiences and good practices among participants.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The discussions highlighted:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The specific challenges of applying OSH policies in private households;\u00a0<\/li>\n\n\n\n<li>The need for a clearer recognition of domestic work, household\u00a0employers\u00a0and the home as a workplace;\u00a0<\/li>\n\n\n\n<li>The diversity of national approaches to OSH, ranging from training\u00a0programmes\u00a0and preventive services to social dialogue initiatives;\u00a0<\/li>\n\n\n\n<li>The importance of supporting household employers through information,\u00a0training\u00a0and representative structures;\u00a0<\/li>\n\n\n\n<li>The\u00a0significant differences between countries, particularly\u00a0regarding\u00a0undeclared work and the development of social dialogue structures.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Joint Plenary Session&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The joint plenary session brought together&nbsp;European&nbsp;employers and trade unions to discuss recent developments affecting the PHS sector and review the activities carried out by the PHS Social Partners over the past year.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representatives from the European Commission and the European&nbsp;Labour&nbsp;Authority (ELA) provided updates on key EU initiatives, including the Skills Portability Initiative, the Gender Equality Strategy, the Anti-Poverty Package, the future European Care Deal and&nbsp;ELA\u2019s&nbsp;work on long-term care. Discussions highlighted the importance of ensuring that the specificities of the PHS sector are adequately reflected in future European policies.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The afternoon session focused on updates from the PHS Social Partners, including:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The first findings of the\u00a0<strong><a href=\"https:\/\/www.effe-homecare.eu\/en\/publication\/2026-phs-employment-monitor-affordability-pressures-and-a-call-for-respect-in-action\/\">2026 PHS Employment Monitor<\/a><\/strong>\u00a0and their contribution to future advocacy work;\u00a0<\/li>\n\n\n\n<li>Recent\u00a0<strong>joint statements and advocacy activities<\/strong>\u00a0at\u00a0the\u00a0European level;\u00a0<\/li>\n\n\n\n<li>The development of\u00a0<strong>National Observatories<\/strong>, including new initiatives in the <a href=\"https:\/\/www.effe-homecare.eu\/en\/the-netherlands-launches-its-first-association-of-household-employers\/\">Netherlands<\/a>,\u00a0Germany\u00a0and Spain;\u00a0<\/li>\n\n\n\n<li>Updates on the\u00a0<strong>PHS Employers Network<\/strong>;\u00a0<\/li>\n\n\n\n<li>Trade union\u00a0organising\u00a0and capacity-building activities carried out in several countries.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting concluded with an update on the implementation of the PHS Social Partners\u2019 Work&nbsp;Programme, which focuses on strengthening social dialogue structures, supporting the&nbsp;professionalisation&nbsp;of the sector, tackling undeclared work, contributing to key EU policy&nbsp;initiatives&nbsp;and securing funding for future activities.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>On behalf of the PHS Social Partners, EFFE would like to thank all speakers and participants for their valuable contributions and insightful discussions.<\/em>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 17 June 2026, the PHS Social Partners \u2013 EFFAT, EFFE, EFSI and Uni Europa \u2013 gathered their members in Brussels for the first plenary meeting of the EU-funded&nbsp;Scale Up&nbsp;project.
